The Declaration on Strategic Economic Cooperation of the CIS Member States and the development of the legal framework for cooperation in the field of labor, employment and social protection of the population of the Commonwealth
Abstract
The signing of the Declaration on Strategic Economic Cooperation of the Member States of the Commonwealth of Independent States on October 11, 2019 by the heads of the CIS member states indicates that the approach to the community as a form of civilized withdrawal of republics from the USSR is being reviewed at the highest level. The development of cooperation in the field of labor, employment and social protection of the population is referred by the Declaration to priority areas of activity of the CIS member states. An analysis of the legal framework developed since the creation of the Commonwealth in 1991 and implementing the relevant legislation of the participating countries shows that a number of multilateral regional agreements of the CIS countries on labor protection and migration: on cooperation in the field of labor migration and social protection migrant workers dated April 15, 1994 (as amended on November 25, 2005); on guarantees of the rights of citizens of the CIS member states in the field of pension provision of
March 13, 1992; on cooperation in the field of labor protection of December 9, 1994 and others develops the provisions of the Charter of Social Rights and Guarantees of Citizens of Independent States. Separate standards of protection of labor rights of citizens, fixed in them, are higher than in the relevant acts of the ILO, the Council of Europe and other regions of the world, and have not yet been adopted by the national legislation of the CIS countries. A number of norms developed in the 90s of the last century within the CIS framework need to be implemented in national legislation, modified, improved in accordance with modern and promising economic realities. The Declaration on Strategic Economic Cooperation of States will contribute to this.
