Labor law and social security law: interaction in the field of meeting socially significant needs of an individual
Abstract

However, the core of social — economic rights is human rights to labor and occupation, as well as the right to social security. Therefore, labor law and social security law are closely interconnected and interdependent. The implementation of many social security rights depends on how effectively the citizen’s labor rights are realized. Legislation in these areas should be developed in coordination with each other, taking into account the development trends of the economy and society. Meanwhile, this does not always happen. The authors analyze the emerging problems of the application of labor law in terms of wage indexation, part-time work for certain workers. At
the same time, the norms of law on state social assistance and on the assignment of childcare benefits are considered. In combination with the involvement of materials from the practice of applying legislation, this made it possible to substantiate the conclusion about the need to modernize the approach to legal regulation of relations in this area. Changes were proposed to the Labor Code of the Russian Federation and to the Federal Law “On compulsory social insurance with temporary disability and with motherhood”, aimed at harmonizing the interaction of legal norms in order to meet socially significant needs of citizens. The proposals related to wage indexation in connection with the increase in consumer prices for goods and services aimed at preventing the development of social risk of poverty, as well as improving the norms
on the basis of which part-time work is established, taking into account the balance of interests not only of the employer and the employee, but also of the state, in order to combine work with family responsibilities and receive social benefits for employees.
