Development of accompanied living in the constituent entities of the Russian Federation (on the example of the Ural Federal District)

Amendments introduced in 2023 to the Federal Law of 24.11.1995 No. 181-FZ ‘On the Social Protection of Disabled Persons in the Russian Federation’ introduced into the legal field the definition of the concept of ‘accompanied accommodation for disabled persons’, and also approved criteria for establishing the need of a disabled person for accompanied accommodation, the scope, frequency and duration of the provision of accompanied accommodation services. The article presents an analysis of the legislation of the constituent entities of the Russian Federation, which are part of the Urals Federal District, on the organization of accompanied accommodation for disabled people. The article substantiates the conclusion that there is a need to improve it in terms of including accompanied accommodation services for disabled people in the lists of social services provided by social service providers, determining the procedure of a disabled person's need for accompanied accommodation, determining the status of residential premises used for the purposes of accompanied accommodation, organizing educational accompanied accommodation, accompanied labour activity and social employment. It was noted that the constituent entities of the Russian Federation, which are part of the Urals Federal District, have begun to introduce accompanied accommodation for disabled people; they have developed ‘Accessible Environment’ programs, programs for the development of accompanied accommodation, regulations on inpatient replacement technology for ‘accompanied accommodation for disabled people’, and model programs for accompanied accommodation. The analysis of the practical implementation of assisted living for disabled people in the constituent entities of the Russian Federation that make up the Urals Federal District has shown that some of them are currently at the stage of organizing the preparatory or training stage of assisted living. The significant role of socially oriented non-profit organizations in the implementation of accompanied accommodation is highlighted, and an analysis of their projects on accompanied accommodation for disabled people is presented.
