New guarantees of employment for graduates of the vocational education system

The main and acute problem of the Russian labor market is a surplus of vacancies for qualified workers with a lack of offers from workers of the corresponding profiles. Its solution is complicated by the general demographic personnel hole, i.e. lack of labor force, and a significant number of young professionals who are employed not in accordance with their specialty and qualifications. These factors require research into the state of personnel training for the Russian economy and the assessment of the mechanism of effective employment of graduates, providing stable and productive employment, opportunities for their retention in the profession and professional growth. The subject of the study was the dynamics of employment of graduates of secondary vocational and higher education institutions for the period of 2020-23, the experience of innovators of the vocational training system on employment in the light of changing legislation on employment. The research toolkit was based on statistical analysis, sociological surveys, legal analysis, establishment of interdisciplinary relations. The study resulted in a general conclusion about the need to supplement the system of means to promote youth employment with flexible targeted mechanisms of employment of graduate students with the participation of educational organizations. In particular, it was proposed to use the experience of the Herzen State Pedagogical University of Russia in training teams of teachers commissioned by specific schools ("Turnkey Teacher") and quota employment of the best graduates educated at the expense of budget funds. The author's proposals can be used for the development of federal and regional programs to promote employment, development of labor legislation and legislation on education
