Unified recommendations of the RTK on forms of labor organization and wage systems for employees of budgetary institutions

Unified recommendations for establishing employee wages systems at the federal, regional and local levels provide for a transition to a three-level management of issues of organizing wages in the public sector. Their task is to create a system of social protection for citizens. They are enacted to implement the principle of maintaining citizens' trust in the law and the actions of the state by maintaining the stability of legal regulation. This legal document fixes the annual refusal of centralized regulation to separate management and financing. But it lacks a systematic description of the contemporary problems of the current period. There is no understanding of strategic legal aspects. The results of the implementation of flexible wages systems turned out to be unsatisfactory and led to significant differences in assessments of the complexity of work, an increase in unjustified differentiation between the salaries of managers and employees of institutions.
