Social Employment of the Disabled in the Russian Regions
Abstract
One of the tasks of each regional policy is inclusion of persons with disabilities into the labour market. Legal and analytical support at the federal level create the general basis for this. Provision of stable and rational employment for the disabled (which mean granting the jobs ensuring the professional growth) is another difficult task. Such organizational and legal phenomenon as social employment (organized at the level of each Russian region) is able to ensure the transition from solving the first task to the second. Using the methods of comparison and complex analysis, the authors of the paper examined a wide range of legal acts in more than two-thirds of Russian regions with the aim of compiling a review of the legal regulation and organization of employment for the disabled, focusing on social employment. Key conclusions: The level and scale of legal regulation of social employment of disabled differs significantly. At the same time, federal guarantees are being detailed and their content is widening in accordance with the conditions of the region and the staffing of the authorities responsible for the implementation of state policy in the field concerned. A systematic, integrative approach in the regulation of the sphere of social employment of disabled, inherent for the region, should be implemented in each Russian region in order to align the legal status of disabled in employment throughout the Russian Federation. Normative consolidation of the most proven regional practices by the Russian legislator can help to reach this aim. Dissemination of best practices in this area and informing the disabled themselves about the possibilities of their rational employment in another region or location could be served by the Federal State Information System “Federal Register of Disabled” (provided that an appropriate information module has been developed for it).
